Ambulance offload delays propagating regionally

  1. System failure identification

    Crews wait to hand over patients, so ambulances are not returning to service. A queue inside one department becomes a shortage of vehicles across the whole region. Response times rise in communities with no connection to the hospital causing it.

  2. Data pipeline diagnostics

    Offload delay is reported as a hospital performance metric. Framing it as one hospital’s problem obscures that its consequence is regional fleet availability. The metric stops at the hospital boundary and the consequence does not.

  3. Predictive computational model

    Convert offload delay into vehicle-hours lost per day and aggregate across the region. Expressed as fleet capacity, the number reaches the service that experiences the consequence. Vehicle-hours is the unit in which the ambulance service already plans.

  4. Workflow integration

    Report it jointly to hospital and ambulance leadership. A metric owned by only one party to a shared problem produces a dispute rather than a decision. Shared problems need shared measures or they become an argument about attribution.
